Rachel Ryley received her Ph.D. in Applied Economics from the Wharton School in December 2020. She is currently embedded in the Philadelphia Police Department where she oversees the implementation and evaluation of the mobility project. Her Ph.D. dissertation relied on police administrative data from a number of large U.S. law enforcement agencies including Chicago, Dallas, Houston, and San Diego. Ms. Ryley is also a Philadelphia-area native who spent a year in a public high school in the city as part of the AmeriCorps program, City Year, prior to her time at Penn. She hopes to make a career working as a conduit between academic institutions and criminal justice partners, helping to structure evaluations so that they are both academically interesting and relevant to the daily operations of the partner.
