Ena Dion is a Senior Program Manager with the Crime and Justice Policy Lab at the University of Pennsylvania where she supports the scaling and institutionalization of Baltimore’s Group Violence Reduction Strategy (GVRS). She works closely with the Baltimore Police Department and the Mayor’s Office of Neighborhood Safety and Engagement to help translate the strategy into durable systems, routines, and standards.
She brings over a decade of experience designing and implementing evidence-based public safety and justice reform initiatives in complex government settings, including as an advisor at the U.S. Institute of Peace, where she led applied research and programming on violence prevention and policing across multiple regions. She holds a B.A. from McGill University and a J.D. from William & Mary Law School.
